IN Sustainable Textile and Apparel Parks (INSTEP) is a collaborative approach to step up the sustainable production of textiles and apparel via Industrial Parks, reaching multiple factories and shared facilities, with assessments and interventions to reduce environmental impact and improve working conditions. This Report captures the program’s impact, best practices, and learnings.

Systemic change in the textile and apparel sector is no longer optional – it is imperative. Through the IN Sustainable Textile and Apparel Parks (INSTEP) program, IDH has worked with manufacturers and governments to move beyond isolated factory-level fixes toward collaborative, park-level solutions that address environmental impact, resource efficiency, and social inclusion at scale.

Between 2021 and 2025, INSTEP strengthened the competitiveness of industrial parks by embedding sustainable business practices, improving data transparency, and enabling collective accountability—using tools like sustainability assessments, co-created improvement plans, and shared data platforms. These efforts position industrial parks as low-risk, high-performance sourcing destinations while accelerating progress on climate action, responsible sourcing, and the SDGs.
