IDH aims to select a party to conduct the End-term Evaluation of the Increasing sustainable land management in key forest landscapes (IDH-NICFI partnership) program 2022-2025.

Overview of the Assignment

The "Increasing Sustainable Land Management in Key Forest Landscape” Programme is a collaborative initiative between IDH and Norway's International Climate and Forest Initiative (NICFI) implemented in sub-national jurisdictions in Brazil, Liberia, and Indonesia. The programme brings together local governments, companies sourcing commodities from the landscape, local communities, and other stakeholders to facilitate the co-development and implementation of sustainable development plans to improve producer livelihoods through sustainable commodity production while protecting natural resources and reducing deforestation. It was launched in 2022 based on the solid foundations of the first phase of the NICFI-IDH partnership (2017-2021) and will end in December 2025.

As the programme is coming to an end, IDH is looking for a consultancy to conduct an end-term programme evaluation, focusing on:

  • Measuring outcome and impact achievements of the programme in its three result areas: change in business practices, improved landscape and sector governance, and field-level sustainability.
  • Assessing the relevance, coherence, efficiency, effectiveness, expected impact and sustainability of the programme.
  • Providing insight into key learning questions.
  • Identifying strengths and weaknesses in programme design and implementation
  • Developing data-driven recommendations for strategic changes in programme approach
