Terms of Reference: Analysis of food value chains in Kinshasa and their supply landscapes in the Democratic Republic of Congo

IDH is inviting interested candidates to submit proposals for a study to analyze food value chains in the Democratic Republic of Congo (DRC), with a focus on the city of Kinshasa and its supply areas. This initiative is part of IDH's 2026-2030 strategy aimed at enhancing food security, increasing farming household incomes, creating jobs, and promoting forest protection in the Congo basin.

Introduction

As part of developing its 2026-2030 strategy for the Congo Basin, IDH wishes to explore opportunities to support the development of food value chains in the Democratic Republic of Congo (“DRC”), with the ultimate objective of having a positive impact on farming households' income, job creation, and forest protection. This study will contribute to this scoping phase by identifying the main food commodities consumed and/or marketed in the Congolese capital and the corresponding supply areas.

For this purpose, it builds on the "Value Chain Analysis for Development" approach as a methodological basis. The analysis of the various commodities identified should, from this angle, provide an in-depth understanding of the economic, social, environmental impact and the functional and organizational system of value chains of each commodity identified as strategic to food security of the populations of the city of Kinshasa, to the supply of international and national markets and to the development of the country's national economy.

Assignment

The overall objective of this consultancy is to provide a comprehensive and localized understanding of food value chains in Kinshasa and their supply landscapes. To achieve this, the study will follow a structured approach with three sequential but complementary objectives: (1) an in-depth analysis of the food value chains identified as strategic for the city of Kinshasa, (2) an assessment of the policy and institutional framework at national and provincial levels, examining how it supports or hinders the development of the food value chains identified and (3) strategic recommendations based on the results of these analyses .

The consultant will conduct a three-phase study:

  1. Initial Analysis: Identify key food commodities and their supply areas, and prioritize 4-5 strategic value chains for the program.
  2. In-Depth Analysis: Evaluate the economic, social, environmental, and functional aspects of these value chains in three strategic provinces.
  3. Strategic Recommendations: Provide actionable recommendations for IDH to strengthen sustainable and profitable food systems, improve food security, and foster youth and women’s empowerment in DRC.

Proposal Requirements and Deadline for Application

IDH requests interested service providers to submit a proposal of a maximum of 10 pages (excluding company biographies, CVs, sample work, and references). The proposal should be in both MS Word or PowerPoint version and a PDF version.
