Terms of Reference: Midline Evaluation Study for the Regenerative Production Landscape Collaborative (RPLC) Program

In response to increasing smallholder vulnerability, climate risks, and evolving market demands, there is a pressing need to reimagine agricultural systems. The Regenerative Production Landscape Collaborative (RPLC) program was launched to build resilient, regenerative, and nature-positive agricultural systems that deliver equitable socio-economic benefits for smallholder farmers while fostering responsible sourcing through inclusive supply chains.

The program is implemented across ten cotton-growing districts in Madhya Pradesh, India. Eight districts lie in the western part of the state, while Chhindwara and Pandhurna are in the southern region. Covering approximately 56,000 sq.km., with nearly 50% under agriculture and 21% under forests, the region is home to a significant population of small and marginal farmers, with about 70% owning less than 2 hectares of land.

A baseline survey conducted in Chhindwara between 2021 and 2022 provided crucial insights into the agricultural landscape, focusing on cotton and other major crops like maize, wheat, and soybean. Building on this, IDH is seeking proposals for a midline evaluation which will assess both on-farm and off-farm progress, in alignment with the landscape approach adopted by the RPLC program. This evaluation will provide insights into key areas beyond the original baseline indicators, exploring gaps and new areas to improve farmer outcomes.
